Shall the City of Ferguson, Missouri partially amend Article IV Section 4.4 (Powers and Duties of the City Manager) of the City Charter to change the hiring and removal criteria for the Citys Chief Law Enforcement Officer, and to read as set forth below?

The city manager shall be the chief executive and administrative officer of the city and shall be responsible to the council for the proper administration of the affairs of the city. To that end, the city manager shall have power and be required to (b) Recommend for appointment by a majority vote of the City Council (elected), the Citys Chief Law Enforcement Officer, whose removal shall be governed by the applicable provisions of Missouri Law.
