Shall the Village of Shabbona borrow $1,296,900.00 from the Illinois Environmental Protection Agency Revolving Loan Program for purposes of: a) construction of a new water treatment plant to provide a reliable second source of safe drinking water to Village residents; and b) improving and extending the water distribution system to meet minimum fire flow requirements at three locations within the Village?
